An urban planning project for the harbor bay
explanation
The development of the city of Montevideo in the last 20 years by a successive order expansion to the east and the associated discharge and decay process of the residential quarters of the Port Bay, the disintegration of identity systems and the transformation of vast areas identified in brownfields. The project arose from a comparative analysis of the Stagnierungsprozeßes the areas around the bay and port of the expansion in the periphery, which are to be understood as complementary phenomena.
The expansion process should be opposed to a strategy through which the urban areas more attractive and be transformed into desirable relocation destinations. Here, the properties of the attractiveness of the periphery are decisive.
The project area has a 12 km long coastline. Here are the most concise elements of the city: the old town, the harbor and the hills.
The first tests I tried to characterize the basis of a new map the area in order to develop an action strategy.
of a rough qualitative characterization of Surfaces and the determination of borders and boundaries, the search for available land in the area, which were examined for their developmental potential.
These studies revealed a rhythmic sequence of elements along a line. This line appeared in all studies either as a border or as a line connecting again and again.
From this observation developed the intention to strengthen the connection to nature as a rhythmic sequence of events and to mitigate the border character. Goal was to give the city its face to the lack of water.
Central to the project was the idea that the steering of the Stagnierungsprozeßes should not take place directly in internally well structured neighborhoods, but in the spaces between them, which non-urban areas were also mentioned. Their emergence has been caused by the atomization of the city structure, and by emphasizing the mono-functionality in urban areas. This monofunctionality got at the moment the balance of their terms, as the demand for the specific function or the correlation between function and local involvement are changing.
to decide on programs it was important for me to respond to future developments and possible deviations from the defined program structure. The programs should be in the presence of the city to be portable, the relationship between the program and location should be consistent.
The investigation of the possibilities of a port expansion and
conversion has proven for the planning area as unacceptable. The Port of Montevideo is an excellent natural harbor, but is unsuitable for use as a modern container port. So the project is to understand the premise of the reduction of port operations.
Of the first 8 investigated areas were drawn deeper two. A
is like at the tip of the peninsula, where there is the old town, the other the abandoned station area includes the former railway station building.
The strategy began with the opening of a window to the sea. Programmatically, it was about to put an attractor for future developments.
is the specific case of the main station building and the station area there is a park and a shopping center, in the case of the pier (Escollera de Sarandi) is a terminal for passenger ships.
were also examined scenarios of possible developments at these two locations.

The project area has a 12 km long coastline. Here are the most concise elements of the city: the old town, the harbor and the hills.
The expansion process of the city in the east should be opposed to a strategy through which the central urban areas more attractive and be transformed into desirable relocation destinations.
The project grew out of the comparative analysis of the Stagnierungsprozeßes the areas around the bay and port of the expansion in the periphery, which are to be understood as complementary phenomena.

The actual approximation to the area was a part in the study of population development and settlement function and its transformation over the city's history, and also to the individual experience of the city, City.
The first tests I tried to characterize the basis of a new map the area in order to develop an action strategy. This map is based on the subjective perception of the area.
